Generate HPMS Submission
Build a mock HPMS submission file (“artifact”) from a formulary’s structured items. This is the Build / Release step — and it enforces the control rule that only approved or locked parent formularies can be submitted.

Only parent formularies that are CMS-eligible and in
approved or locked status
may generate an artifact. Derived (child) formularies are blocked — they are
more generous to members and must never be submitted independently to HPMS.
